That is what the decline message is for: improve the quality of the draft for resubmission so that it fits in line with article guidelines, as well as be used to learn what should you do and not do when writing an article. If the draft is declined, you can still make changes to the draft, whether improve it or make new additions to it, in the hopes it can get moved to mainspace. Declined drafts are not doomed to be that way forever.
