Background

The Public Television Commision (公共電視委員會) was one of the public television companies in Taiwan. During the late 20th century, the organization was known for producing public service announcements for Taiwan's main television networks.

1st Logo (Late 1980s-1990)

Visuals: Over a zooming starfield, a yellow outline of a bianzhong bell zooms out, and many particles in green and purple are shown around it. The screen then fades to a blue starfield with a rotating cube of TV tube screens showing testcard patterns zooming in, which later fades to a blue sunburst background that takes the whole screen. A rotating ring of different golden emblems and logos comes in from the left and rotates diagonally, and a copy of the same emblems appears rotating the opposite way alongside the other ring. The screen then transitions out to a more purple-tinted picture of the same sunburst background. The screen then cuts to a black starfield with a blue light glowing at the center of the screen that gradually becomes brighter, while the Chinese text "公共電視" zooms in from the near-right to the bottom-center of the screen, with trails of the same text in green and blue appearing behind it.

Technique: Computer animation, along with video feedback effects.

Audio: Four tolls of a bell at the beginning, followed by a triumphant synth brass and string fanfare with a repeating bell arpeggio during the middle. A whoosh is also heard when the text zooms in.

Availability: It was seen before their PSA specials on Taiwanese public TV networks during the late 1980s. [Examples?]

2nd Logo (1990-unknown retirement date)

Visuals: On a black background, a blue outline of an upwards arrow appears with trails in blue, red and green trailing out at the front of it briefly. Afterwards, diagonal rectangles in red and green appear trailing in, forming the sides of the arrow while the outline fades out. This is followed by a blue trapezoid shape trailing out below the rectangles, with the center cut-out to form the bottom part of the arrow. The blue Chinese text "公共電視" appears trailing in below the formed logo, while a white glow passes behind the logo. The same glow then appears three more times with another blue glow appearing behind the name.

Technique: Backlit cel animation.

Audio: A marching fanfare consisting of bells, piano, strings and drums.
