AVID:Requests for Comment/Newly registered users can only create pages in the draft space

This is something I've planned since last year. The premise is: Newly registered users would only be able to create pages in the draft space, and once they become autoconfirmed (after X number of days and X number of edits) then can they create pages in mainspace. I've already enabled the extensions for this, though I have not activated them just yet. I want to hear your opinion on this. Should newly registered users only be able to create draft pages?
